Emily Claghorn is a strategy, operations, and procurement leader with more than a decade of experience helping high-growth companies and public-sector partners navigate complex contracting, organizational, and growth environments. As Partner and Chief of Staff of GovTech Partners, she leads firm operations, client delivery, and strategic planning, helping ensure each engagement is structured for execution and measurable results.

With a degree in Mechanical Engineering from Rensselaer Polytechnic Institute and a background spanning Big Four consulting, venture-backed startups, and government advisory work, Emily brings a distinctive mix of analytical rigor, operational discipline, and strategic clarity. She has led full-lifecycle procurement and pursuit efforts, from pre-positioning and RFP strategy to proposal development and grant implementation, helping organizations build and scale functions that have driven significant revenue growth.

Before joining the firm, Emily advised city, state, and federal agencies on complex, multi-million-dollar initiatives, including the design and implementation of a $157 million federal grant. She has also worked directly with executive teams at technology startups to shape corporate strategy, streamline operations, and build practical growth roadmaps that turn vision into action.

Emily also plays a central role in shaping the firm’s communications and messaging, ensuring complex solutions are translated into clear, credible narratives that resonate with policymakers, agency leaders, and other key stakeholders. Known for her precision, structure, and trusted leadership, she helps clients and teams move from strategy to execution with clarity and confidence.
