Adam Davis is a nationally recognized public affairs executive and strategic advisor with almost two decades of experience helping innovative organizations navigate the intersection of government, policy, and market strategy. Working closely with governors, senior policymakers, agency leaders, and executive teams, he is known for building strategies that align private-sector innovation with public-sector priorities and turn complex government environments into opportunities for growth.
Over the course of his career, Adam has built trusted relationships with influential leaders across government and business, earning a reputation for strategic clarity, practical execution, and a results-driven approach. He has led high-impact initiatives with governors’ offices, economic development agencies, Fortune 500 companies, and venture-backed startups, helping drive measurable outcomes in more than 200 government markets across the United States and Canada.
Before co-founding GovTech Partners, formerly Innovation Policy Partners, Adam held leadership roles in Congress, the world’s largest trade association, a publicly traded transportation technology company, and a startup founded by a co-founder of Square. That breadth of experience gives him a distinct perspective on how ideas move from concept to policy and how strategy turns into execution.
As Co-Founder and Managing Partner of GovTech Partners, Adam leads national strategy and execution across public affairs, procurement, and stakeholder engagement. He helped build the firm to be the kind of partner clients need: one that combines sharp strategic insight, disciplined execution, and trusted relationships to help companies not only enter government markets, but build lasting success within them.
